The short version
Personify Financial and RISE are both triple-digit-APR installment lenders built for the same gap: borrowers who can’t qualify for a traditional personal loan and would otherwise consider a payday loan. Both are expensive emergency credit, not a shop-around product, and a cheaper option — a credit union, an employer pay advance, or payday loan alternatives — is worth ruling out before applying to either.
Where they diverge is price and structure. Personify Financial’s own-brand loans run 36% to 179.50% APR as of September 2026 on $500 to $15,000 over 12 to 48 months, originated by First Electronic Bank in most states (Georgia loans are made directly by an Applied Data Finance affiliate), and carry an origination fee of 5% to 5.99% added to the balance; the National Consumer Law Center’s rent-a-bank watch list names Personify Financial specifically, and a 2024 suit, Foster v. Applied Data Finance, argues a “true lender” theory that hadn’t been decided when we last checked. RISE charges about 60% to 299% APR (99% to 199% on its Texas and Florida pages) on $500 to $5,000 over 7 to 36 months, with no application fee, no origination fee, and no prepayment penalty; it lends directly in some states and through one of two banks, Quill Bank (formerly Capital Community Bank) or FinWise Bank, in others, without saying which states use which, and its parent Elevate Credit settled a 2020 District of Columbia lawsuit in February 2022 for nearly $4 million, including at least $3.3 million in refunds to more than 2,500 DC consumers.
Rates and fees
Take a $1,500 loan over 12 months at the midpoint of each lender’s published range, to compare the two on equal footing — a midpoint is an illustration, and the range your own state’s disclosure shows is what governs.
Personify Financial, 107.75% APR (midpoint of 36%-179.50%), origination fee added to the balance. Personify Financial’s origination fee of 5% to 5.99% isn’t deducted from your cash; it’s added to what you owe, so at a 5.5% midpoint fee you’d receive the full $1,500 and repay a $1,582.50 balance with interest. Amortized at 107.75% APR over 12 months, that is about $220.77 a month, $2,649.18 total paid, and a total cost of about $1,149.18 on the $1,500 you received. These are our own amortization figures, not a lender quote; your actual APR, finance charge, and total of payments are in your loan agreement’s Truth in Lending box.
RISE, 179.5% APR (midpoint of about 60%-299%), no origination fee. An APR already includes any origination fee by definition, so on a loan with no origination fee we simply amortize the full $1,500 you receive at 179.5% APR over 12 months. That comes to about $276.23 a month, $3,314.75 total paid, and a total cost of about $1,814.75 in interest. RISE’s Texas and Florida pages each state a narrower 99%-199% range, so the midpoint in those two states would be lower than the figure above. These are our own amortization figures, not a lender quote; your actual APR, finance charge, and total of payments are in your loan agreement’s Truth in Lending box.
At the midpoint of each range, Personify Financial costs less than RISE, though RISE’s Texas and Florida pages state a narrower 99%-199% range, so the gap is smaller in those two states.
Who qualifies
Neither lender publishes a minimum credit score. Personify Financial requires you to be at least 18, hold an active checking account, show verifiable income, and provide a valid email address and government-issued ID; it uses a soft inquiry to check offers with a hard inquiry only on a full application. RISE’s published requirements are a valid checking account, a valid email address, income above a state-specific minimum that isn’t published, and residence in a state it serves; pre-qualifying is a soft inquiry with no FICO impact, but a complete application places a hard inquiry with Clarity Services. Personify Financial’s 27 states overlap with RISE’s 30 in 26 of them: Rhode Island is served only by Personify Financial, while Nebraska, Nevada, South Carolina, and Wyoming are served only by RISE.
Speed and funding
Personify Financial funds the next business day (up to two) after you e-sign your agreement by 11:59 p.m. Central time, and a request for supporting documents can add two more business days. RISE funds the next business day at the earliest: applications processed and approved before 6 p.m. Eastern typically fund the following business day by direct deposit, and a paper check instead takes 7 to 10 days.
Where each one wins
- Personify Financial — an APR floor of 36% as of September 2026, well below RISE’s roughly 60% floor.
- Personify Financial — an APR ceiling of 179.50%, below RISE’s roughly 299% ceiling, though RISE’s Texas and Florida pages cap at 199%.
- Personify Financial — a $15,000 loan ceiling, versus RISE’s $5,000.
- RISE — no application fee, no origination fee, and no prepayment penalty, all stated outright, versus Personify Financial’s 5%-5.99% origination fee added to the balance.
- RISE — five business days to rescind a loan after signing, a protection Personify Financial doesn’t describe.
Bottom line
Personify Financial’s published range runs lower than RISE’s at both ends, and it lends larger amounts, but its origination fee adds to the balance you owe and its bank-origination model carries a named rent-a-bank listing and an unresolved lawsuit; RISE’s fee structure is simpler and it offers a rescission window, but its parent has its own regulatory settlement on record.
